[Java] Remove Jackson from compile-time dependencies for arrow-vector

I would like to upgrade Jackson to the latest version (2.9.5). If there are no objections I will create a PR (it is literally just changing the version number in the pom - no code changes required).

まず arrow-vector の Maven pom と、参照されている pull request #3877 を調査してください。コンパイル時の Jackson 依存関係を削除するというタイトルの目的と、本文にある Jackson を 2.9.5 に更新する要求との不一致を解消し、その後、プロジェクトのビルドで結果として得られた依存関係設定を検証してください。
