[Java] Remove Jackson from compile-time dependencies for arrow-vector

I would like to upgrade Jackson to the latest version (2.9.5). If there are no objections I will create a PR (it is literally just changing the version number in the pom - no code changes required).

首先檢查 arrow-vector 的 Maven pom 以及所引用的 pull request #3877。解決標題中移除編譯時 Jackson 相依性的目標與內文中要求將 Jackson 更新至 2.9.5 之間的不一致，然後使用專案的建置驗證最終的相依性設定。
