[Java] Remove Jackson from compile-time dependencies for arrow-vector

I would like to upgrade Jackson to the latest version (2.9.5). If there are no objections I will create a PR (it is literally just changing the version number in the pom - no code changes required).

首先检查 arrow-vector 的 Maven pom 以及所引用的 pull request #3877。解决标题中移除编译时 Jackson 依赖项的目标与正文中要求将 Jackson 更新到 2.9.5 之间的不一致，然后使用项目的构建验证最终的依赖项配置。
