[Java] Allow to set Compression Codec in Arrow Writer

ArrowFileWriter and ArrowStreamWriter doesn't expose a constructor for setting a {_}CompressionCodec{_}.

If they are not meant to, there should be proper documentation on how to save compressed data.

先檢查 ArrowFileWriter 和 ArrowStreamWriter 的建構函式，以及現有的壓縮文件。判斷是否應透過 writers 設定壓縮，或將其記錄為現有工作流程，然後確認所選行為是否允許儲存壓縮的 Arrow 資料。
