[Java] dataset usage example and documentation

I am trying to use the native arrow features such as parquet read write.
currently I was trying do it with dataset JNI bridge

some missing bits:
1. how to set a filter?
I saw PR (33877) adding filter support, is that already supported or what is blocking this feature

3. how to set offset and length when reading parquet file?
any documentation regarding how this could be done ?
