[Java] Change Protobuf version usage in DataSet and Gandiva

### Describe the enhancement requested

At the moment, both dataset and gandiva modules use an explicit property to determine the protobuf version.
It would be better to use the defined version in the bom.

Locate the build configuration for the DataSet and Gandiva modules and inspect how each currently sets the Protobuf version. Compare those declarations with the repository BOM, then verify that both modules use the BOM-defined version and that the Java build completes successfully.
