Description

A label of deprecated-removed directive is translatable when I submitted this PR, but become not translatable now.
Also, impl-detail directive is.

Research direction

Inspect Doc/tools/extensions/pyspecific.py at the deprecated-removed and impl-detail directives, then compare the related sphinx.po entry in python-docs-ja. Determine why these labels are not extracted for translation. Done means both labels are represented as translatable entries without breaking the Japanese documentation.
