install python3.12 on the system

SLES15SP6 上の ppc64le と s390x で pip3.12 install pygit2 を再現し、gcc が呼び出される報告済みのビルド出力から開始します。これらのプラットフォームで報告されたビルド失敗なしにインストールが成功すれば、作業は完了です。
