install python3.12 on the system

Expected behavior

The installation can pass without any issue

Reproduce pip3.12 install pygit2 on SLES15SP6 for ppc64le and s390x, starting with the reported build output where gcc is invoked. The work is done when installation succeeds on those platforms without the reported build failure.
