install python3.12 on the system

Reproduziere pip3.12 install pygit2 auf SLES15SP6 für ppc64le und s390x, beginnend mit der gemeldeten Build-Ausgabe, in der gcc aufgerufen wird. Die Arbeit ist abgeschlossen, wenn die Installation auf diesen Plattformen ohne den gemeldeten Build-Fehler erfolgreich ist.
