pip3 install pygit2 fails on ppc64le and s390x platform

install python3.12 on the system

Expected behavior

The installation can pass without any issue

Reproduire pip3.12 install pygit2 sur SLES15SP6 pour ppc64le et s390x, en commençant par la sortie de build signalée où gcc est invoqué. Le travail est terminé lorsque l’installation réussit sur ces plateformes sans l’échec de build signalé.
