pip3 install pygit2 fails on ppc64le and s390x platform

install python3.12 on the system

Expected behavior

The installation can pass without any issue

Reproduce pip3.12 install pygit2 en SLES15SP6 para ppc64le y s390x, comenzando con la salida de compilación indicada en la que se invoca gcc. El trabajo estará terminado cuando la instalación se complete correctamente en esas plataformas sin el fallo de compilación indicado.
