install python3.12 on the system

Expected behavior

在 SLES15SP6 上针对 ppc64le 和 s390x 重现 pip3.12 install pygit2，从报告中 gcc 被调用的构建输出开始。只要在这些平台上安装成功且不再出现报告的构建失败，工作就完成了。
