(Devicecode with scopes only) EM06 Sometimes boots without any AT ports

This problem is independent of devicecode as it can be reproduced with only mmcli running.

See here the EM06
- starts with no AT ports
- reboots with AT ports
- reboots again with AT ports
- reboots last time with no AT ports

Not going to make a fix for this now (in migration phase) because:
- This is not part of feature parity (EM06 was not compatible at all before)
- I do not have time nor patience for this petty device

ソースファイルもテストも指定されていません。まず、Quectel EM06-E で mmcli -m とモデムのリセットを繰り返してシーケンスを再現し、その後、再起動するたびにデバイスがどのように列挙されるかを追跡してください。モデムが断続的に AT ポートなしで起動するのではなく、常に AT ポートを公開するようになれば完了です。
