Description
This problem is independent of devicecode as it can be reproduced with only mmcli running.
See here the EM06
- starts with no AT ports
- reboots with AT ports
- reboots again with AT ports
- reboots last time with no AT ports

Not going to make a fix for this now (in migration phase) because:
- This is not part of feature parity (EM06 was not compatible at all before)
- I do not have time nor patience for this petty device

Research direction
No source file or test is named. Start by reproducing the sequence with mmcli -m and repeated modem resets on the Quectel EM06-E, then trace how the device is enumerated after each reboot. Done means the modem consistently exposes its AT ports instead of intermittently booting without them.
