(Devicecode with scopes only) EM06 Sometimes boots without any AT ports

This problem is independent of devicecode as it can be reproduced with only mmcli running.

See here the EM06
- starts with no AT ports
- reboots with AT ports
- reboots again with AT ports
- reboots last time with no AT ports

Not going to make a fix for this now (in migration phase) because:
- This is not part of feature parity (EM06 was not compatible at all before)
- I do not have time nor patience for this petty device

未指定源文件或测试。首先在 Quectel EM06-E 上使用 mmcli -m 并重复重置调制解调器来复现该序列，然后跟踪设备在每次重启后是如何被枚举的。当调制解调器始终暴露其 AT 端口，而不是间歇性地在没有这些端口的情况下启动时，即表示完成。
