(Devicecode with scopes only) EM06 Sometimes boots without any AT ports

This problem is independent of devicecode as it can be reproduced with only mmcli running.

See here the EM06
- starts with no AT ports
- reboots with AT ports
- reboots again with AT ports
- reboots last time with no AT ports

Not going to make a fix for this now (in migration phase) because:
- This is not part of feature parity (EM06 was not compatible at all before)
- I do not have time nor patience for this petty device

Non viene indicato alcun file sorgente né alcun test. Inizia riproducendo la sequenza con mmcli -m e reset ripetuti del modem sul Quectel EM06-E, quindi traccia come viene enumerato il dispositivo dopo ogni riavvio. Il lavoro è completato quando il modem espone costantemente le proprie porte AT invece di avviarsi occasionalmente senza di esse.
