[Feature request] Auto create timeseries of schema template

### Motivation

when the schema template been designed first, it maybe not perfect,sometimes we need to add new measurement node after the schema template been created, but there's no way to modify and increase timeseries of schema template

### Solution

provide an api to add new timeseries of schema template dynamically

まず、既存の schema template 作成 API と、Apache IoTDB における measurement node の表現を確認します。新しい timeseries を追加する API がどのように動作すべきかを定義し、その後、作成済みの schema template が新しい measurement node を受け入れられることを示すテストカバレッジを追加します。
