[Feature request] Auto create timeseries of schema template

### Motivation

when the schema template been designed first, it maybe not perfect,sometimes we need to add new measurement node after the schema template been created, but there's no way to modify and increase timeseries of schema template

### Solution

provide an api to add new timeseries of schema template dynamically

Start by locating the existing schema-template creation API and the representation of measurement nodes in Apache IoTDB. Define how an API for adding new timeseries should behave, then add coverage showing that a previously created schema template can accept a new measurement node.
