[Java] Remove Jackson from compile-time dependencies for arrow-vector

I would like to upgrade Jackson to the latest version (2.9.5). If there are no objections I will create a PR (it is literally just changing the version number in the pom - no code changes required).

Resolve the mismatch between the title’s goal of removing compile-time Jackson dependencies and the body’s request to update Jackson to 2.9.5, then verify the resulting dependency configuration with the project’s build.
