[Java] Move base memory component tests from memory-netty to memory-core

Most of the tests are general and should not be located in module arrow-netty:

Bắt đầu bằng cách xem xét các test trong java/memory/memory-netty/src/test/java/org/apache/arrow/memory và xác định test nào là test chung cho memory-component. So sánh bố cục test của memory-netty và memory-core, sau đó chuyển các test phù hợp sang memory-core và xác minh rằng chúng không còn nằm trong memory-netty.
