[Java] Move base memory component tests from memory-netty to memory-core

Most of the tests are general and should not be located in module arrow-netty:

Inizia esaminando i test in java/memory/memory-netty/src/test/java/org/apache/arrow/memory e identifica quali sono test generali del componente di memoria. Confronta la struttura dei test di memory-netty e memory-core, quindi sposta i test applicabili in memory-core e verifica che non siano più presenti in memory-netty.
