[Java] Move base memory component tests from memory-netty to memory-core

Most of the tests are general and should not be located in module arrow-netty:

まず、java/memory/memory-netty/src/test/java/org/apache/arrow/memory 配下のテストを確認し、どれが一般的なメモリコンポーネントのテストなのかを特定します。memory-netty と memory-core のテスト構成を比較し、該当するテストを memory-core に移動したうえで、それらが memory-netty に残っていないことを確認します。
