[Java] Move base memory component tests from memory-netty to memory-core

Most of the tests are general and should not be located in module arrow-netty:

首先檢視 java/memory/memory-netty/src/test/java/org/apache/arrow/memory 下的測試，並確認哪些是一般性的記憶體元件測試。比較 memory-netty 與 memory-core 的測試配置，接著將適用的測試移至 memory-core，並確認它們不再留在 memory-netty 中。
