[Java] AllocationListener should be called during ownership transferring

If we transfer balance of buffer1 from allocator1 to allocator2, onRelease() should be called from allocator1.listener as well as the case that buffer1 is closed without transferring.

Xem xét việc triển khai cấp phát và chuyển quyền sở hữu, sau đó kiểm tra PR #11800 để xem phần việc hiện có. Được xem là hoàn tất khi allocator1.listener nhận onRelease() lúc quyền sở hữu buffer1 được chuyển sang allocator2, như hiện đã xảy ra khi buffer1 được đóng mà không chuyển quyền.
