[New Architecture] LayoutAnimation Breaking

Description

After migrating to new architecture, the animation configured with LayoutAnimation are behaving differently, we can observe a kind of jerk in the animation. Attached the videos and repo for reproduction of the issue.

Also check in slow motion with simulator, eventually the views are not adopting the slow animation and breaking.

layout-animation-issue ブランチの再現可能なデモアプリから始め、React Native 0.72.3、Fabric、および New Architecture を有効にして実行します。LayoutAnimation を通常どおりに実行し、シミュレーターのスローモーションでも実行して、報告された動画と挙動を比較します。示されたシナリオで、ガクつきとスキップされる遅いアニメーションが解消されれば完了です。
