[New Architecture] LayoutAnimation Breaking

Description

After migrating to new architecture, the animation configured with LayoutAnimation are behaving differently, we can observe a kind of jerk in the animation. Attached the videos and repo for reproduction of the issue.

Also check in slow motion with simulator, eventually the views are not adopting the slow animation and breaking.

Beginne mit der reproduzierbaren Demo-App auf dem layout-animation-issue-Branch und führe sie mit React Native 0.72.3, Fabric und aktivierter New Architecture aus. Teste LayoutAnimation normal und in Zeitlupe im Simulator und vergleiche das Verhalten mit den gemeldeten Videos. Als erledigt gilt die Aufgabe, wenn das Ruckeln und die übersprungenen langsamen Animationen im demonstrierten Szenario behoben sind.
