[New Architecture] LayoutAnimation Breaking

Description

After migrating to new architecture, the animation configured with LayoutAnimation are behaving differently, we can observe a kind of jerk in the animation. Attached the videos and repo for reproduction of the issue.

Also check in slow motion with simulator, eventually the views are not adopting the slow animation and breaking.

Commencez avec l’application de démonstration reproductible sur la branche layout-animation-issue et exécutez-la avec React Native 0.72.3, Fabric et New Architecture activée. Testez LayoutAnimation normalement et au ralenti dans le simulateur, puis comparez le comportement avec les vidéos signalées. La tâche est terminée lorsque les saccades et les animations lentes ignorées sont résolues dans le scénario démontré.
