[New Architecture] LayoutAnimation Breaking

Description

After migrating to new architecture, the animation configured with LayoutAnimation are behaving differently, we can observe a kind of jerk in the animation. Attached the videos and repo for reproduction of the issue.

Also check in slow motion with simulator, eventually the views are not adopting the slow animation and breaking.

从 layout-animation-issue 分支中的可复现演示应用开始，并在启用 Fabric 和 New Architecture 的情况下使用 React Native 0.72.3 运行它。正常运行 LayoutAnimation，并在模拟器慢动作模式下运行，然后将行为与报告中的视频进行比较。当所演示场景中的卡顿和被跳过的慢速动画得到解决时，即表示完成。
