[New Architecture] LayoutAnimation Breaking

Description

After migrating to new architecture, the animation configured with LayoutAnimation are behaving differently, we can observe a kind of jerk in the animation. Attached the videos and repo for reproduction of the issue.

Also check in slow motion with simulator, eventually the views are not adopting the slow animation and breaking.

Inizia con l’app demo riproducibile sul branch layout-animation-issue ed eseguila con React Native 0.72.3, Fabric e New Architecture abilitate. Prova LayoutAnimation normalmente e al rallentatore nel simulatore, quindi confronta il comportamento con i video segnalati. Il lavoro è completato quando gli scatti e le animazioni lente saltate sono risolti nello scenario dimostrato.
