Tooltip for Github Labels shows up in weird places and doesn't disappear

Scroll up pretty far in a room

Accidentally hover over a label while you're scrolling

This happens:

Expected behaviour

The tooltip is attached to the Github label it explains and disappears when the mouse isn't hovering any more.

Actual behaviour

Left top position for tooltip and it doesn't disappear

Firefox で上方向にスクロールし、誤って GitHub ラベルにカーソルを合わせて、Talk アプリで問題を再現します。説明にはソースファイルもテストも記載されていないため、まず GitHub ラベルのツールチップの実装箇所を特定してください。ラベルにツールチップが付いたままになり、ポインターがラベルから離れると消えるようになれば完了です。
