Use ember-tooltip's testing functions to rewrite our tests around tooltips

# Problem

We make use of `ember-tooltips` in places where you hover over icons without text, like the category icons for a project.

They just released test helpers we can use to assert things about the icons.

We should implement those in tests when we have the opportunity.
