[Quota] Details by resource on consumption

### Problem

Observing multiple rows for the same aggregation range time period for each individual resource, which do not sum up to the consumed quota displayed above.

As an example:

`usage.stats.job.aggregation.range` = 20

Tariffs:
- RUNNING_VM = 10
- ALLOCATED_VM = 5
- VOLUME = 10

For VM = `cks-control-19fd8b4d3a1`, the consumed quota for RUNNING_VM = 4.04
