[Java] publishing nightly snapshot java artifacts to maven repo

The [Snapshot repository](https://repository.apache.org/content/groups/snapshots/org/apache/arrow/) doesn't seem to be getting any recent snapshot builds. Could this be established for the sake of easier integration?

Bắt đầu bằng cách xem xét tệp đính kèm arrow_development_deploy.xml và issue liên quan đến git-commit-id-plugin.
