[Java] publishing nightly snapshot java artifacts to maven repo

The [Snapshot repository](https://repository.apache.org/content/groups/snapshots/org/apache/arrow/) doesn't seem to be getting any recent snapshot builds. Could this be established for the sake of easier integration?

Then inspect the repository's CI and publishing configuration to determine how Java artifacts are currently deployed. Done means nightly snapshot builds are published to the Apache snapshot repository for easier integration.
