[Java][Dataset] Enable CSV file format

CSV was already supported in C++ Dataset API. This is to enable the format in Java side.

从 Java Dataset API 入手，并以 issue 的 CSV 要求为参考，将其格式支持与现有的 C++ Dataset API 进行比较。确定 Java 的入口点和相关的验证覆盖范围，然后确认 Java 侧已启用 CSV，并且其行为与所述的 C++ 支持一致。

由索引模型根据 Issue 内容生成。
