Dataset JNI bridge for rust target

### Describe the enhancement requested

now that there're dataset jni bridge for arrow-cpp, it also makes sense to have one for the rust backend.
arrow-rs now support ffi calling from java as well. but using a unified dataset api might simplify things a little bit.
