[New Architecture] LayoutAnimation Breaking

Description

After migrating to new architecture, the animation configured with LayoutAnimation are behaving differently, we can observe a kind of jerk in the animation. Attached the videos and repo for reproduction of the issue.

Also check in slow motion with simulator, eventually the views are not adopting the slow animation and breaking.

Start with the reproducible demo app on the layout-animation-issue branch and run it with React Native 0.72.3, Fabric, and New Architecture enabled. Exercise LayoutAnimation normally and in simulator slow motion, then compare the behavior against the reported videos. Done means the jerking and skipped slow animations are resolved in the demonstrated scenario.
