Description
Executing the notebooks in CI for testing results in downloading some datasets. We are already cacheing this data in the circleCI job. Data caching should be added to the github workflows as well to prevent unnecessary downloads.

Research direction
Compare the existing cache setup in .circleci/config.yml at lines 26-44 with the conda and nbval GitHub workflows. Add equivalent caching for the data directory in those workflows, then verify the notebook CI jobs can reuse cached datasets instead of downloading them again.
