Tooltip for Github Labels shows up in weird places and doesn't disappear

Scroll up pretty far in a room

Accidentally hover over a label while you're scrolling

Expected behaviour

The tooltip is attached to the Github label it explains and disappears when the mouse isn't hovering any more.

Actual behaviour

Left top position for tooltip and it doesn't disappear

Reproduce the issue in the Talk app by scrolling upward and accidentally hovering a GitHub label in Firefox. The payload names no source file or test, so first locate the GitHub-label tooltip implementation; done means the tooltip stays attached to its label and disappears when the pointer leaves.
