Update tools/create-translation-issues.sh with primary references to weblate

**What is the current behaviour and why should it be changed?**

Currently there's in my opinion too much focus on the manual approach. This should be updated.

Reword the translation issue template in the script. Suggestions welcome.

tools/create-translation-issues.sh を調査し、特に翻訳 issue のテンプレートと、手動ワークフローへの参照を確認します。意図している Weblate-first の文言をメンテナーと確認してから、Weblate を主な参照先、手動の方法を副次的なものにするようテンプレートを更新します。
