Update tools/create-translation-issues.sh with primary references to weblate

**What is the current behaviour and why should it be changed?**

Currently there's in my opinion too much focus on the manual approach. This should be updated.

Reword the translation issue template in the script. Suggestions welcome.

Untersuche tools/create-translation-issues.sh, insbesondere die Vorlage für Übersetzungs-Issues und ihre Verweise auf den manuellen Workflow. Bestätige die beabsichtigte Weblate-first-Formulierung mit den Maintainer:innen und aktualisiere anschließend die Vorlage so, dass Weblate der primäre Verweis und der manuelle Ansatz sekundär ist.
