bug: competition rules define an Ink settlement deadline but no Ink baseline protocols/tokens

Problem

competition_rules.md includes Ink in the settlement-deadline list (5 blocks), and rewards.md defines Ink reward parameters, but there is no "Ink chain baseline protocols and tokens" section. Every other chain in the deadline list has one (mainnet, Gnosis, Arbitrum, Base, Avalanche, Polygon, BNB, Linea, Plasma). Ink is the only one missing, so the EBBO baseline for Ink is undefined in the rules doc. The pending penalty-cap CIP draft also assigns Ink a cap, which makes the gap worth closing.

Expected behaviour

An "Ink chain baseline protocols and tokens" section alongside the other nine. Happy to open the PR if the intended protocol and token list is confirmed. We didn't want to guess it.

competition_rules.md から始め、既存の chain baseline protocol と token のセクションを比較します。関連する Ink の参照には rewards.md と保留中の penalty-cap CIP ドラフトを使用します。編集する前に、想定されている Ink のプロトコルとトークンを確認してください。ほかの chain と並んで Ink の baseline セクションが追加され、EBBO ルールで Ink が未定義のままにならなくなれば完了です。
