bug: competition rules define an Ink settlement deadline but no Ink baseline protocols/tokens

Problem

competition_rules.md includes Ink in the settlement-deadline list (5 blocks), and rewards.md defines Ink reward parameters, but there is no "Ink chain baseline protocols and tokens" section. Every other chain in the deadline list has one (mainnet, Gnosis, Arbitrum, Base, Avalanche, Polygon, BNB, Linea, Plasma). Ink is the only one missing, so the EBBO baseline for Ink is undefined in the rules doc. The pending penalty-cap CIP draft also assigns Ink a cap, which makes the gap worth closing.

Expected behaviour

An "Ink chain baseline protocols and tokens" section alongside the other nine. Happy to open the PR if the intended protocol and token list is confirmed. We didn't want to guess it.

从 competition_rules.md 开始，比较现有的 chain baseline protocol 和 token 部分；使用 rewards.md 和待处理的 penalty-cap CIP 草案查找相关的 Ink 引用。编辑前确认预期的 Ink protocol 和 token。完成标准是：在其他 chain 旁边添加 Ink baseline 部分，并且 EBBO 规则不再让 Ink 处于未定义状态。
