WARN o.a.ratis.util.LogUtils:124 - 3: Failed requestVote 1->3#0

### Describe the bug and provide the minimal reproduce step

Hi,
i have builded a cluster with 3 node 3D3C
and after some time i got a lot of warning in the log files

## on the node 2 i have plenty of warning in the log with this error:


## on the node 3 i have the same warining but with different requestVote:


Any idea how to fix this problem? it consume a lot of memory and disk space!

i'll expect to see 0 warning on every node

### What did you see instead?

a lot of warning from node 2 and node 3

### Anything else?

keep in mind that node 1 have 0 warning

Bắt đầu từ WARN trong o.a.ratis.util.LogUtils:124 và lần theo các Failed requestVote messages giữa các node 2 và 3 trong 3-node cluster được báo cáo. So sánh hành vi cảnh báo với node 1, sau đó xác định lý do các cảnh báo lặp lại xảy ra và xác minh rằng cluster không còn tạo ra các cảnh báo quá mức hoặc làm log tăng thêm.

Do mô hình lập chỉ mục viết ra từ nội dung của issue.
