WARN o.a.ratis.util.LogUtils:124 - 3: Failed requestVote 1->3#0

### Describe the bug and provide the minimal reproduce step

Hi,
i have builded a cluster with 3 node 3D3C
and after some time i got a lot of warning in the log files

## on the node 2 i have plenty of warning in the log with this error:


## on the node 3 i have the same warining but with different requestVote:


Any idea how to fix this problem? it consume a lot of memory and disk space!

i'll expect to see 0 warning on every node

### What did you see instead?

a lot of warning from node 2 and node 3

### Anything else?

keep in mind that node 1 have 0 warning

Comienza en el WARN de o.a.ratis.util.LogUtils:124 y sigue los Failed requestVote messages entre los nodos 2 y 3 del 3-node cluster reportado. Compara el comportamiento de las advertencias con el nodo 1, determina después por qué se producen las advertencias repetidas y verifica que el cluster ya no produzca advertencias excesivas ni crecimiento de logs.
