WARN o.a.ratis.util.LogUtils:124 - 3: Failed requestVote 1->3#0

### Describe the bug and provide the minimal reproduce step

Hi,
i have builded a cluster with 3 node 3D3C
and after some time i got a lot of warning in the log files

## on the node 2 i have plenty of warning in the log with this error:


## on the node 3 i have the same warining but with different requestVote:


Any idea how to fix this problem? it consume a lot of memory and disk space!

i'll expect to see 0 warning on every node

### What did you see instead?

a lot of warning from node 2 and node 3

### Anything else?

keep in mind that node 1 have 0 warning

Beginne bei der WARN von o.a.ratis.util.LogUtils:124 und verfolge die Failed requestVote messages über die Knoten 2 und 3 im gemeldeten 3-node cluster. Vergleiche das Warnverhalten mit Knoten 1, ermittle anschließend, warum die wiederholten Warnungen auftreten, und überprüfe, dass der cluster keine übermäßigen Warnungen oder kein weiteres Log-Wachstum mehr erzeugt.
