WARN o.a.ratis.util.LogUtils:124 - 3: Failed requestVote 1->3#0

### Describe the bug and provide the minimal reproduce step

Hi,
i have builded a cluster with 3 node 3D3C
and after some time i got a lot of warning in the log files

## on the node 2 i have plenty of warning in the log with this error:


## on the node 3 i have the same warining but with different requestVote:


Any idea how to fix this problem? it consume a lot of memory and disk space!

i'll expect to see 0 warning on every node

### What did you see instead?

a lot of warning from node 2 and node 3

### Anything else?

keep in mind that node 1 have 0 warning

o.a.ratis.util.LogUtils:124 の WARN から開始し、報告された 3-node cluster のノード 2 と 3 にまたがる Failed requestVote messages を追跡します。ノード 1 と警告の動作を比較し、繰り返し警告が発生する理由を明らかにしたうえで、cluster が過剰な警告やログの増大を引き続き生成しないことを確認します。
