Usage Server Badge Meaning Red vs Green

### problem

On the Usage Dashboard, the badge next to the server name (see image above) may be interpreted as showing whether the server is Online (green) or Offline (red).

However, this is not what it represents. The badge actually indicates whether the Usage service is running on the same instance as the Management Server serving the UI.

As a quick improvement, we could add a tooltip to clarify this when hovering over the badge.

Inizia da Tools > Usage e segui il badge accanto al nome del server nella Usage Dashboard, quindi trova la voce di localizzazione per label.usageislocal.tooltip. Aggiungi il tooltip esplicativo suggerito e verifica che passando il mouse sul badge sia chiaro che indica se Usage viene eseguito sulla stessa istanza del Management Server.
