Usage Server Badge Meaning Red vs Green

### problem

On the Usage Dashboard, the badge next to the server name (see image above) may be interpreted as showing whether the server is Online (green) or Offline (red).

However, this is not what it represents. The badge actually indicates whether the Usage service is running on the same instance as the Management Server serving the UI.

As a quick improvement, we could add a tooltip to clarify this when hovering over the badge.

Comienza en Tools > Usage y sigue la insignia que aparece junto al nombre del servidor en el Usage Dashboard; después, busca la entrada de localización para label.usageislocal.tooltip. Añade el tooltip explicativo sugerido y verifica que, al pasar el cursor sobre la insignia, quede claro que indica si Usage se ejecuta en la misma instancia que el Management Server.
